Police union wants cop killer to give money to victims’ families

The police-officers union is suing to keep a cop killer from being able to afford a more comfortable life in prison instead of paying restitution to the families of the two officers he gunned down.

The Patrolmen's Benevolent Association says more than $10,000 earned by former Black Liberation Army member Herman Bell during his time in a Comstock, NY, correctional facility should rightfully go to his victims' relatives.

The filing in Albany Supreme Court automatically freezes Bell's commissary account. He'd be left with $1,000 if the plan succeeds.

"We believe that we have a solemn obligation to the families of police officers who are killed in the line of duty to do all that we can to help them physically, morally and financially," said PBA President Patrick Lynch, whose union has filed similar motions over the years.

"The loss of these brave police officers continues to cause pain and difficulties for those left behind that never diminishes, even with the long passage of time," he added.

Bell and two accomplices were sentenced to 25-years-to-life for the 1971 ambush murders of police officers Joseph Piagentini and Waverly Jones in a Harlem housing project.

Now 67, Bell filed a lawsuit in February challenging the city parole board for having denied him probation six times — even though he's been reformed and has expressed remorse. That suit characterizes him as a model prisoner who's earned his master's degree and learned to play the flute.

Bell's lawyer, Robert Boyce, argued Bell has already paid his debt to society.

"The PBAs action is petty," Boyce said. "Herman Bell and his family have paid and continue to pay by the simple fact that he has spent 42 years in prison."

At Bell's latest parole bid in February 2014, relatives of the slain officers had mixed feelings about his continued incarceration. Piagentini's widow applauded the board's decision to deny parole, but Jones' son said he felt Bell has served for long enough.
