New York State Housing Finance Agency Chairman and Blackstone Group executive Bill Mulrow leads a group of 18 employees joining or changing jobs within the Cuomo administration, state officials announced on Sunday.

"New ideas and talent are critical to innovation and success," said Gov. Cuomo in a statement. "This team will build on the extraordinary progress made over the last four years by bringing experience, energy and fresh perspectives to the table."

Mulrow, who will replace Secretary Larry Schwartz as the governor's top policy advisor, raised eyebrows for dressing like a "liberal radical" in a skit at a Wall Street secret society party in January 2012, according to author Kevin Roose.

"My God, you callow, insensitive Republican! Don't you know what we need to do? We need to create jobs," said Mulrow in the skit.

Former state Budget Director Bob Megna has been appointed acting director of the New York State Thruway Authority, First Deputy Budget Director Mary Beth Labate will replace Megna, and special counsel Linda Lacewell has been promoted to counselor to the governor for whom she will design a statewide system for ethics among agencies.
