A six-month effort to impose a 10-cent fee on plastic and paper bags has stalled in the City Council.
Since introducing the eco-friendly legislation in March, co-sponsors Brad Lander (D-Brooklyn) and Margaret Chin (D-Manhattan) have added just one supporter to the original 19 sponsors.
The bill, meant to encourage reusable bags, would exempt many low-income New Yorkers from paying the fee, which goes to the store owners rather than the city. But plenty of council members aren't on board with a plan that would impact New Yorkers unequally.
"If plastic bags are that harmful to the environment, they should be banned outright — not merely available to those who can afford them," said Rory Lancman (D-Queens).
Councilmember Steven Matteo (R-SI) called the proposal a "back-door tax that will disproportionately affect working- and middle-class New Yorkers."
