City homeowners are being socked with another property-tax hike, according to annual assessment rolls released yesterday.

Finance Department records indicate that the average owner of a family home in the city will see a tax hike of nearly 4 percent.

In a bizarre development, owners of at least 69 homes severely damaged by Hurricane Sandy are going to receive average property-tax increases of 4.3 percent, despite losing an average of more than 25 percent of their homes' value.

It's because market assessments can't go up more than 6 percent a year, or 20 percent over five years, no matter how much the home rises.

Soaring market values that can't be captured in one year are carried over to the next, so previous hikes are reflected in the new increases.
